After installing Snow Leopard:

"administrator unable to make any changes"

"also, my microsoft office programs arent working either"

For mac familiar users: you know the little pad lock icon you click to make changes while logged into the admin account? That shit don't work no more.

He tried a repair reinstall of Snow Leopard, didn't work.

No - reset the password from the install disk. Alternatively boot as Root (Command-S) load directory services into kernel with the launchctl command and delete the authentication authority for the user.
