Note: This is for the startup sound, not the logon sound.
The sound must be a .wav file and it should preferably be below 333 KB as the limit in file size is unkown.
I'll be using the Windows 95 startup sound for example:
Download this file unless you already have a higher quality wave version of the Windows 95 start up sound:

Then download this program:

And in that program click on the add option and paste C:/Windows/System32 into the URL bar at the top of that window. Then open a file called imageres.dll and then click on "Take Control" in the lower right corner of the program.
Before the next step, make sure you find and backup imageres.dll somewhere in case you want the old sound back, and also make sure to go into the control panel then "Hardware & Sound", then "change system sounds" and then uncheck "Play Windows Startup sound" just to be safe, and then re-enable it after you're done with the next step.

It all worked for me and now the Windows 95 startup sound plays for me when I start up 7, lol
