My dads hard drive in his laptop starts clicking and buzzing when its turned on. It takes you to a repair menu after about 5 minutes of black screen. So im guessing its broken. It says its a Serial ATA 7200RPM. It looks like this.

With 2.5 inch drives there are 2 different thicknesses. 12.5mm (only in drives with very high capacities) does not fit in all laptops. 9.5mm drives will fit in all laptops.

It's not a theory. It's the official specifications put out by Apples R&D department who I am sure know far more about it than you.

Your things rotating faster, vibrating less theory is absurd and certainly cannot be seen in most similar comparable things - engines, turbines etc. all vibrate more when at higher rpms. The idea the same does not apply to hard drives is ridiculous.

So I'm going to commit the tech section sin of the year and hijack a thread.

I too have a VERY loud HD in my laptop (Dell XPS 1530), and was wondering if this means I can expect a catastrophic failure in the near future. It's been doing it for some time, now, and it does BSOD rather often...like, once a week guaranteed.  It's mostly a clicking noise, and it is near constant.

I really don't want to spend more than 250$ CAD to buy a new drive. What do you recommend?

I had the same thing and it was dying for sure.  I replaced it and recovered most of my data from the old drive thankfully.  You should definitely replace that soon.  And you can get any laptop drive you want for $250 lol.  You might need to burn a new OS cd or something if you dont have one though...

If you know how to maintain your PC you can run pretty clean for over a year...

But if you are a muppet with >1GB of temp files or clicking OK to get all prompts away quick then yeah, you only have a clean system for a week then...

Yeah, like I'm going to take advice from the guy who says faster speeds have less vibrations for hard drives

Your computer does get filled up with crap after a year or so whether you're going to admit it or not.  I'd absolutely recommend a reformat every year.
