I don't believe any Windows home version has ever supported more than 1 physical CPU.Home premium and above should support 2 physical CPUs.

That license Terms is generic for all versions (starter and home basic and even XP Home which I'm 100% sure is only 1 cpu have the exact same wording in it) and doesn't mean it will work.  Though it seems impossible to find this info on Microsoft's  site directly everything I can find points to my earlier statement that anything below professional will not work with more than one physical cpu

I just looked up the Home Basic terms. Indeed it says the same as the HP version. Never mind then.

Wiki does say that HP supports 2 physical processors. This reply by MS support says that HP only supports 1 physical core.

Yep I found that same reply, notice how they never stated where the info came from.

I wouldn't see them including it in a home version anyway as dual cpu's is something that is pretty much 99.99% a business environment configuration

yeah. It would makes sense that he needs W7 Professional for dual CPUs.

I like how MS doesn't seem to know themselves if HP supports dual CPUs.

But aren't Home edition and home premium different?

Notice the "Home" in Home premium.  Yes home basic and premium are different with premium having more bells and whistles but it is still an OS designed for home use which dual socket board isn't.

You should've done some research before purchasing the wrong version then

You can just get a "Anytime Upgrade" pack (Win7HomePremium->Win7Pro)
