In BC1 the lower it was the better. In BC1 i had a skill level of 2 most of the time. I played like a freak.

possibly, i normally quit at the start of a new round though, might have been me joining a friends game.

The skill level is derived from the Elo system that professional chess uses. In BC2 you start with 0. Every time you kill a guy, you gain points and he loses points, the amount gained+lost is based on the difference between your skill levels. So if you killed a guy with 900 less points, you wouldn't gain any points, but if that guy got you, he'd get up to 64 points from you.
it's a bit more complicated than that... but yes, at its core it is just the ELO Ratings system with a few changed variables (source is bc2 dev, cant remember where i read it...)
back when it was actually working, pre-patch, i was world top500. now im just capped at 200 and it doesnt ever change. pretty redundant stat atm.

the point of my comment was that there was no cap, the rank-by-skill system actually worked, and someone with hardly any hours played could still rank highly by 'skill' rather than 'points accrued from no life play'.
