An untethered jailbreak is now available for all iPod Touches, iPads, and iPhones, even on 3.1.3.
The jailbreak seems to be working on my 8GB iPod touch, but I still don't think there's an SIM unlock for 3.1.3.

Open up Cydia, go to Search, install Winterboard. Then go to Categories in Cydia > Themes and pimp yo iPod.

Also get SBSettings, it gives you really easy access to many features like turning Wifi and BT on and off from within any non-fullscreen app.

Cydelete lets you delete jailbroken apps the same way you can with regular appstore apps, hold the home button and hit the little X.

If you want to shell out some cash, I HIGHLY recommend Music Controls, it hooks like 30 different music players (Pandora, Last.FM, dTunes, iTUnes Remote, and so on) into the iPod's stock control scheme so if you have the headphones with button you can use the button to control other apps. But it's $5, I think.

I really like music controls, it lets you use swipe gestures from the lockscreen to control iTunes remote. I also like ProSwitcher which lets me multitask between apps quickly.

Access to all App Store apps for free, customization including new themes, wallpapers,icons, docks, etc., a battery percentage bar, a live clock / weather icon, and much much more.

My 3GS already has a tethered jailbreak. I'll wait for 4.0 to come out. I wish I had this option when I got it at Christmas.
