That description covers just about half of all Japanese movies.  Only thing you didn't mention are ninjas.

I don't know it cause I've never seen it. I'm looking for it because one of my mates remembered its something another friend wouldn't stop talking about. And we can't think of the name and it's one of those things where you just try and try to remember but you can't.

Literally the best I can do is tell you the world is run by robots. And the front cover was like a closeup of the guy with the mask, and in the background an orange sky an a city? I'm not sure if that's even right. Really not much help I know, but I'm hoping someone on this site will have the faintest idea of what I'm on about.

Except it didn't really have robots.  I just remember the metal mask.  Overhyped.  Disappointed once I actually watched it.  I really expected more, but being a Japanese SF movie, well, I wasn't surprised how it went.

Edit: confused with another movie.  It has robots...
