I would live there without a natural disaster, tbh. All the space for bookshelves = awesome, and being underground you can utilize hobbit-hole-like insulation.

Hmmm, what if it doesn't work.. What the hell is the "fallout", pun intended, for the builders?

Nothing cause everyone will be dead anyway. It's brillent, hey if there is something that happens we'll all be dead anyway, if nothing happens we'll never know.

If it's sealed the flooding won't be a problem. The big issue is earthquakes.
