Having ping spikes, need help.

Okay, this problem has been going on for too long! For the past month, every hour or so, my ping spikes from the usual 30 to 250-500. I have given up on trying to fix it on my own and i've given up on timewarner(my isp). So when you've given up on both of these things... you go to a gamer forum.

When it started to happen:A month ago or so when I moved to a new house.

When it happens:Hourly, throughout the day
Connection:Cable
Living complex:Apartment

Measures taken:
*Directly connecting to modem

*Changing the modem

*Changing the router

*turning off anti-virus

*calling fucking dumb timewarner and hear them robotically telling me to repeat the same procedures over and over, even though I mentioned that I have done whatever they tell me.

And it's not just one server, but any server.

HELP ME please

The image you linked doesn't work.

Is it a cable or DSL connection?
If it's DSL, make sure all the filters are properly connected to all phone lines.
It could also be an issue with the wiring in your house / neighborhood.

I live in an apartment, and I have cable.

And with wiring issues, would wiring issues cause random ping spikes?

Perhaps - by the looks of the tracelog, in my opinion, it seems like it could be an issue on TimeWarner's side; is there any way that you can reach someone whom is willing to help you?

I have tried contacting them, but they refuse to acknowledge that it's their fault. Is there any other possabilities before I chat with them again and blame it on them?

So you said you've tried two different kinds of modems and routers, right?
Perhaps try a different cable or wall jack?

Check all your connections.
Check all their connections.
Replace all connections and cables.

We have a junction in a manhole outside, when it rains it fill with water and the the internet goes to shit, but cable TV is unaffected.
I WILL get around to lifting the hatch and taking a look, honestly, soon, ish.
