Latest Drivers installed
Specs:
E5300 @ 2.6 gthz
2 Gigs of Ram : /
ATI 4850 512MB etc.

I recently upgraded from Windows vista to Windows 7, and for some reason I get extremely low FPS (10-15) in TF2, CSS, and Also Battlefield Bad Company 2 and MW2 (not valve, but I bought them through Steam). Other games i.e. COD4, Company of Heroes I get great fps.
I'm inclined to think its a driver issue, but I only have the problems with Steam, and I don't think just the resources caused by steam would cause that drastic of a difference.

Anyone had a similar experience/ solution?

Uninstall your video drivers, boot into safe mode, and use Driver Sweeper.

Then reboot, and reinstall the latest drivers and try again.

try disabling the ingame steam overlay. It can cause all sorts of issues
once upon a midnight dreary, while i pron surfed, weak and weary, over many a strange and spurious site of ' hot  xxx galore'. While i clicked my fav'rite bookmark, suddenly there came a warning, and my heart was filled with mourning, mourning for my dear amour, " 'Tis not possible!", i muttered, " give me back my free hardcore!"..... quoth the server, 404.
