Why would you want to TK people with the defib? Pretty pointless. Perhaps they set it that way so you don't TK your teammates if they happen to be prone next or on top of the dead body.
I think it would be funny if you could kill people with the ammo packs when you throw one. Like when you bean someone in the head with a granade or flash bang/smoke.
