I suppose one question is who can spend disposable income better in the interests of the people, the people who earned it or the govt.

You could argue poor people are too dumb to spend it wisely, if they weren't they'd be richer.
In which case there should be inverse taxation, poor people should have excess cash removed by taxation, rich people shouldn't pay tax.

I can see that working well...
