In regards to long-term regional stability, there is no downside for anyone in removing North Korea. I can understand the short-term problem of refugees but even china has to see that North Korea's current existence is a pointless, fruitless endeavor. Do a Google search on "North Korea warns war exercises <YEAR>" and change the year from 2010 to any year. You'll get hits relevant to that year (as well as the recent events).
