Back in highschool there was one kid already on probation for assault. He later assaulted two other people to the point one of them needed a steel plate in his head. He plead guilty to those and received-more probation.
When people criticize the U.S. justice system for being too harsh they don't understand nearly how many people get bullshit punishments.
oh god DC DYRS (Dept of Youth Rehabilitation Services) is the worst. Unless you rape or murder someone, if you're a minor you will never go to jail. It's a terrible fucking system.
Then suddenly they turn 18 and end up in prison for life at the first offense. I'm pretty sure Starship Troopers (the book) talks about this, comparing it to not caring if a puppy shits in the house but the moment it's an adult dog you kill it the first time it shits in the house.
