I know that I'm new here but I think that part of the problem is that the required key strokes, that make the prone spammer so efficient, can be put on to a mouse that can accept macros. Thus requiring no skill, unless hitting one button on the mouse is skill.
I don't do it but then again I can also get them half the time when they do decide to do it.

proning on occasion to get away from massive incoming fire isnt annoying, mashing the prone button when anyone is near gets a tad annoying, and many admins kikc/ban for it. im not really shocked by it:\ why dont they just do what valve did for day of defeat? lower the weapon while proning
