A dealer (federally licensed) can only sell handguns to persons 21 and older. Private transactions vary from state to state. Here in Arizona a person 18 or older can purchase a handgun privately, but not from a dealer.

Why not? They're actually really practical. (In my relatively uninformed opinion)

eg. F88 Austyer has the same barrel length of a M16A2 but is 22cm shorter in overall length. That is pretty convenient if you have to fight in close quarters/jungle etc.

What do you mean? The bullpup design would put the center of gravity closer to the user's shoulder.
It might not swing like a trap & skeet gun, but it isn't designed for that.
