I've only worked in industries where we get paid at least minimum wage. First was an ice cream shop and while the tips were nice, I still gave good service regardless. The second was a supermarket, and we rarely got tipped. We still had to put in a good effort if we wanted to get raises or promotions though.

It depends where you are and how you're paying I think. If I'm drinking somewhere nice and put it all on a tab, then usually when you get the bill there's a place for tip, in which case I'll tip, just not as well as I would in the US. If you buy a drink at a regular bar/pub then then dropping some change in the tip jar is the best you'd do.
