For instance:

Combat Action Ribbon:

R: 18 kills
G: 10 Kill Streak

My best kill streak is 20...which means I got AT LEAST 20 kills in one round. Last time I checked, 20 was more than 18...but no ribbon. EA needs some help with their math.

You can't get both objectives in one round, IAR has to be done in another one.

sometimes servers don't send the points for some reason. Keep trying, I don't think it's EA.

with all awards you need the globe reqs before the in a round reqs,

so you must have gotten 18 kills in a round at some stage before you had the 10 kill streak

if you get 18 kills in a  round now you should get the ribbon.

Killstreak doesn`t nessesary mean you got those kills in a single round, it just means you killed 20 people all together without yourself dying inbetween. Could easily happend over 2 or more rounds.

Did not know that. I thought the kill streak was between deaths in one round. That would explain it, since I had already met the global requirements before the IAR requirements.
