Yeah, that's what I thought. So whilst you don't have to surrender medical records as has been suggested, you do have to answer truthfully.

And when someone with bipolar is asked 'have you been adjudicated mentally deficient' he can truthfully answer 'no'.

If you live in rural America you probably won't need a gun for self defense. But if you did, you would have a very good chance of employing it successfully. If you live in urban America you have a better chance of needing it but less of a chance that you could employ it. I never carry a Gun in N.Y.C. 

When I lived in Vermont we had about 5 justified self defence shootings a year and No murders. Very little Crime. Almost none. Can't answer for the place now.
