I have to say the number of players to map size ratio is very important.
I mainly play on 32 player servers for the feel of the game.
Kubra 32 or 64 are both good maps with 32 players. I tend to find Kubra 64 with above 40 players a bit too cramped.

I would play for sure.
I wouldn't play a 24/7 Kubra Dam, but if you throw in FuShe Pass & Dragon Valley I'd love it.
if it becomes 24/7 kubra, you could do it during day, and at night add a different map, like dragon valley.
let the map reload evry 3 rounds. just to give people a real brake for 15s-3min depending on thier comp
however, dont make it a rule that mec cannot spawnkill or steal, cause they can be stolen and spawnkilled just as hard. maybe if you have all flags exept 2 (1 uncap one not uncap) you can rape, something like that. cause a good team will never get raped anyway.

Dalian(US) + Dragon(US) = rape..
And if you play against 10-15 people from one clan you can get raped on Karkand(US), Sharqui(MEC) and FuShee...
But hey - whatever makes people play the server
There is Only 1 24/7 Kubra Out There And It Does Great, So, Yep Sounds Like A Great Idea.

Its called "Kubra damn u all" and I play there all the time. In fact my most played map is kubra.

Kubra Dam has it all. There is something for everyone on this map. The skies are balanced in this one. I play Kubra alot. Would def add your server to my fav list as long as I got a decent ping ( crosses fingers)

No, this map is all for aircrap. Armor stands a chance IN the dam. People say it's balanced? Balanced in that you never get shot down in your aircrap. AA is a joke. Armor is mainly for the infantry TRYING to get to the dam. You have 4 planes, two choppers and 2 AA's and you call that balanced? Kinda reminds me of Smokescreen but with Mountains and flags that take 6 hours to get to on foot.
