I dont know but i wish i was a rising star! lol
Its the % of points-increase that determins the rising star stats.
Lets say you have 100 points, the next day you get 1000 points - then you have 1100 points, thats an 1000% increase and will prolly get you far up the rising star ladder.
So most of the rising stars is just lowpoint accounts, like when you start your second account or something like that.
