They hold more rounds than the standard mags for those (HK USP) pistols.

Yeah, that's what I meant sorry. Is it because of the extended capacity that civilians weren't allowed them, or just because of who they were made for, even though civilians could get the same product?
If I remember correctly, during the ban mags over 10 rounds couldn't be made or imported for civilians. All 10+ round mags made or imported during the ban had to have the 10-94 markings and were not available to civilians. The 10+ round mags were not confiscated or turned in, so they were still out and about in fairly large numbers depending on the firearm they went to. The price of the pre-ban mags went up in value. Once the ban expired the 10-94 marked mags were available to civilians. Well after the ban expired I purchased new in the box pistols, which came from the factory with 10-94 marked mags. So some manufactures may have never removed the printing process or had a large stock of the 10-94 mags. I'm not sure if imported mags still require this printing since legal mag capacity varies between states. In most states the "Restricted Law Enforcement / Government Use Only 10-94" markings mean nothing now that the ban expired.

Exactly. Standard capacity in most modern pistols and rifles is over 10. Antis just like to throw around inaccurate terms to make stuff sound scary. I like the look of the german Kar98 series better...
