Doesn't quite work that way. Those who are getting paid are receiving from what is getting paid in now, not what they paid in previously (as was supposed to happen). Thus, it is essentially a ponzi scheme. A massive, unfunded, liability.

Add in the massive spending of the past two years and you have record deficits. So--again--zero out the defense budget and you still have ~$1T deficits in the federal budget.

And yes, I work for one of the very few functions of the federal government actually called for in the Constitution.

Some of the rebel leaders have said they want a no-fly zone, but don't want any foreign intervention, which is contradictory, as the first step for a no-fly zone would be to disrupt the enemy AA and air force, which already is a military intervention.

If this is not happening, one could only hope that more of Gaddafi's remaining military personnel, especially in the air force, will defect.
Which is not likely, as he has positioned a lot of his clan in high positions there.
Although, I don't see anyone following him forever, as Gaddafi and his clan will never be able to get to a status before the uprising, except maybe after a separation of Libya or a city-state in an around Tripolis.

Anyway, all this awfully reminds me of the boardgame Junta.
Only that now his Swiss and foreign bank accounts have already been frozen.
Players represent various office holders in the ruling Junta. Depending upon his office and the various cards he holds, each player has a certain number of votes. These are important as they must first elect El Presidente and then vote on the budget that he proposes. Here's where it can get sticky. El Presidente draws cards face down from the money deck (which varies in denomination from $1 to $3) and must propose a budget for the year, distributing the money as he sees fit amongst the various offices. Of course, loyalty to him is usually rewarded, while those pesky 'thorns in his side' are usually cut off completely. The beauty of all this, though, is that El Presidente can - and most always does - keep some of the loot for himself. And since no one but he knows the value of what he drew, no one knows how much he's keeping. Suspicion is always keen.

Players may attempt to assassinate the other players by guessing where they will be from among five locations. Players who successfully assassinate another player take that player's money, as the only safe money is the money that has been deposited in a Swiss bank account, and the only way to get to the bank is to survive the assassination round.

If the players are unhappy, and there is an excuse, they can call for a coup, where the opposition players seek to take control of a majority of the power centers. Rebel players control the forces of the role which they were assigned (e.g. army, navy, air force), and players loyal to El Presidente do the same, seeking to control the strongholds until the rebellion is quelled.

The goal is to amass the greatest wealth secreted away in your Swiss bank account.

Instituting a NFZ is essentially siding with the rebels, as airpower is the only advantage Daffy has at this point. If the rest of the world wants to remain neutral, a NFZ is out of the question.

But the rebels control more airbases than Daffy does. You'd think they could generate some sorties in response.

They've signed a new defense pact. Probably a good opportunity to try it out. And France has tons of national interest in Africa. Would be good to see others do some heavy lifting once in a while, tbh (not an aspersion--we often bring it on ourselves).
