Hi, I need some assistance in the form of information if you dont mind...

I've been trying to get the Far East Service and Middle Eastern Service badges but the description on how to get them is unclear it says 1s on certain maps, i was wondering what this meant.. if it means 1 second is there a certain team I have to be on or what?

Please help me out.. thanks

basically it means you have to have played all of the maps at least once.

It means that you have to play every map where either the MEC (for the Middle East Service Ribbon) or the PLA (for the Far East Service Ribbon) are on. And in addition, you should play more than that 1 second on some maps, just to be sure..
As it says in UBAR: "As best as we can tell, you get this simply for playing the game for a short period."

just make sure you play all maps, and remember you will not recive the award in-game, it will just appear in your stats.

Its something like you have to put in a half hour on EACH map that those individual sides play on..

These are theatre ribbons; no battles take place in the US of A, hence no ribbon.
