We actually have usage fees here in NYC. If you call an ambulance there is a $500 fee attached to it. If you call out the fire department there is a fee attached to it. How would it work in the Northeast? How would it not work? Sure, there are currently limited ways to get from a place like New Jersey into Manhattan but what's the fear here? The tolls we pay on the bridges and tunnels more than pay for their maintenance. Most of that money ends up subsidizing public transportation. The money I spend on tolls ends up paying for peoples bus and subway tickets.
A mess for emergency services? Maybe. Probably not.
National defense strategy is irrelevant. We're talking about a theoretical world where people suddenly own the street in front of their home and are free to sell it off to a road company. What he discussed in his book is pure theory. It would be a complete mess if it were implemented in the real world. It doesn't mean that parts of the theory can't be applied successfully and in the context of this discussion, the best way to pay for road maintenance, usage based fees are the way to go. If you like going on long road trips you should pay more to maintain the roads than someone that is a homebody. It's rather simple.

If you're staring at a radar and you need to detect a jet, how hard or easy would it be to detect;
One with a measured RCS of 0,1m2 (say, hornet or so)
RCS of 0,0015m2 (F35)
RCS of 0,0002m2 (F22)
& does this strongly depend on the radar? I'm trying to figure out what the numbers actually mean in a real life situation; I don't know much, if anything, of how exactly stealth stuff works. Sort of trying to gauge its importance/effectiveness. Parliament wants to decide on a new jet.
Options are;
modernizing the F-16 (Reckon this is probably the worst choice)
Buying a Gripen NG (cheap & decent, don't know what it's effective lifespan would be)
Buying F-35 (probably great but expensive)

The requirement is basically having a multi role jet that has a useful lifespan of around 30 years. Should be deployable in any situation, taking into consideration that the vast majority, if not all missions would be conducted with other NATO members.

So really I wouldn't recommend spending a lot of cash on something which always has a shorter lifespan than the salesman tells you.

Comparing jets to replace the existing fleet of F-16s basically.
As a more basic question how do the listed jets compare, modernizing the F-16 would entail new radar, updated avionics and perhaps a better engine, I'm not sure on the details of the upgrade as those haven't really been discussed.
