What was bombed was an entire ministry. It's impossible for anyone to have guessed what it was after the initial attack, I got my doubts at the shooting spree because only then it became clear that this was a politically motivated attack.Spark wrote:

After the bombing the only leads people had were that Al Qaeda threatened Norway in the past, blimey that people speculated about ME terrorism.
