if u really want it, there are realistically only 2 ways to get it...
a) play karkand as USMC for MONTHS....
b) start a new account, following point a) for a few hours, then make this new account your only account.
its a ridiculous award, and its not ment to be gained thru normal channels. I kinda feel that its only ment for clan accounts, or to be able to spot team switchers (pseudo-stat padding).

Got it! thanks to the IMA server, great guys in there, all i needed was like a 45 commander commander score in a round and i pulled a good 55+, it was awesome

Getting rid of the 3 to 1 would be a good idea, better to replace it with a time and point requirement. Maybe even a high IAR requirement, like 200 points.

Removed 45 point commander score in a round
Added 200 Wins
Added 25000 Global commander score
Increased time from 180000 (50h) to 360000 (100h)

I'm hoping they change the WCR ribbon requirments to those. Cause they sound like good requirments to get it. It's not right for some one with say 55 commander hours ans only 5,000 commander points to get the WCR. Over a guy with 350 commander hours and 35,000 commander points.
This is line right from UBAR describing the WCR.
Awarded to recognize achievements which, through their dedication and gallantry, have set the individual apart and above other commanders.
Well to me a guy with 55hrs and 5,000 points is just a beginer at commanding. Compaired to a guy with 350hrs and 35,000 points who's a veteran at commanding. Just cause the guy with only 55hrs has 3.1 win/lose ratio he is awarded the WCR ribbon. I also think a rank requirment should be added to the requirment to get the WCR. If they make it so you need atleast 25,000 commander points. It's going to take longer then 100 hours to get them. I got 18,332 commander points and it took me 147 hours to get them. Probly take me atleast 40-50 more hours to get to 25,000 commander points.

Nothing against any one but I don't think someone with only 50 hours commanding and less then 10,000 commander points should get the WCR. I think even with my 147 hrs and 18,000 commander points I don't me requirments for WCR. WCR should before Guys who are Experts at commanding. Being the winning commander at the end of a round does not make you a better commander then the losing commander.
I'd stay 90% of the time it's the grunts that win the round. I've play with many of guys being commander and they are noobs at commanding. Only commanding cause they want 2X the points. And they get alot of points cause of several guys pwning. My commanding method is based on how players are in the server. If it's a full server I'll stay back at my assets as engineer and command. Saving my supply boxes for the guys I'm commanding. Fix my assets myself not wasting boxes on them when they are needed more in the field. If I'm on a server that's half full I'll command help support my team with my weapon. By protecting capped flags while the team advances to take more flags. A commander can't always just sit and hide and command. Sometime he has get into the fight and help his team out. And a guy who always fights when commander when there's enough guys to do the fighting. It's a big waste of the commander position. Too many of times I've seen hiding commander cause the team to lose.
Since he did not get into the fight when the shit was hitting the fan.
Sorry for my bad typing. I'm typing with a BF2 zboard keyset. And the letter keys are all wacked compaired to a standard keyboards. I always seem to see my typos after I make the post guys.
