You just make a potion that increases enchanting, then enchant a set of items that increases alchemy, etc.

And I found it actually from climbing the mountain from it's south side, I don't remember how I did that though, I think I found a dragon shrine next to Dagoth's Shrine, kicked the dragon's ass, got the shout it was guarding and then walked over and down the mountain a little bit to the Mehrunes Dagon Shrine where the museum guy was.

Except for the unarmed damage bonus or playing the game on hard, I don't see a reason to go with heavy armor. enemies barely scratch you as it is with light. Besides, spending 100 inventory on just your armor is annoying...
