It says nothing about before 2x, so I'd assume it doesn't matter.
But I think I already done 40 after 2x (when my team won) and didn't get the badge.
So what's the answer? thanks

you must make 40 commander points IAR BEFORE (if at all) your team wins.

If you're right, it's wierd they write it in Commander Ribbon before 2x... After I write this do you change your answer to not sure?
