I don't usually read every post and every thread. I'd probably say 75% of my moderating is prompted by reports. Even then, it wouldn't be very fair of me to moderate posts/users that I don't agree with. Unfortunately the base requirement of 'shit post' doesn't always line up with rule-breaking
