Yup, as soon as the Police got their hands on them they became a tool of coercion to be used first, not a last resort alternative to firearms.
That wasn't the original intention at all.
The Police could have just sat and waited, instead of using a potentially lethal weapon on an unarmed person.
I know the profits of fast-food outlets and fat people getting their num-nums quickly are important, but hardly life or death.
I know too that Police like to be obeyed instantly, bad luck, they aren't Judge Dredd they're public servants.
