I think the neighbors tried the police approach but the cops can't just bust in my house cause my neighbors think I am a drug dealer.

I have seen cops around suspiciously before. Where I live it is sheriff territory only, not city cops <3, and only like 3 sheriffs on duty at a time. But I have never been bothered by them and I think once they realized I'm just a kid going to school they told my neighbors there was nothing they could do.

Housemate starts an upload right as I start playing BF3, kills all bandwidth.
Tether my iPhone for a few hours, it's ok but a little laggy and lost connection a few times, not to mention slower ping.
Right before I go to bed I untether my iPhone, check speedtest one more time, internet is finally back to normal.
