Sounds to me like it is dumped off on the phone companies, and therefore, dumped onto the customers...
That is a crazy ridiculous expensive undertaking... Trying to safeguard the data alone would take a whole new Security team for each phone company. Then the storage and etc would be even more cost and people...
All passed down to the customer to pay for. Lovely.
