Yeah, most people see the shitty part of NJ cos they just drive through the turnpike. A major highway. Major highways usually aren't built in nice places because people in nice places don't want big stinky highways next to them.

Can be, yes. If its got a lot of crystals (trichomes, the THC) that's usually an indicator that its good herb.

They've started doing that a town over, but it's only for quality stuff. £15 gets you a gram of amnesia haze/lemon haze. Not sure on the pricing outside of NW England but £20 used to get you 3.5g, now £20 gets you something closer to 2.5g, and usually under that (2.2g comes to mind).
