Its not easy but I could go out and spend $5k on a lathe and a mill and I could make all the guns I wanted. $10-20k for CNC machines and I could surf youtube while the machines knocked them out. With the parts I have in my shed I could probably do it now.
Rifled barrels, primers and gunpowder are the tricky parts, and the right grades of steel aren't super easy to obtain in small quantities for an amateur.
With a bit of chemistry research and a spark eroder I guess I could do all that, but good luck getting hold of the precursor ingredients if the govt controls them - which they do.
You can make a workable shotgun from gas pipe and hand tools if you want to - according to Che Guevara.
I'm part way through machining and fitting a new barrel at work - rifled blanks can be bought without a licence, there's a local manufacturer who sells metre lengths, and I can legally make my own parts, but not a complete firearm.
