Depends what card you have but for sure make your viewing distance 100% and turn off shadows/dynamic lighting.

Yeah but i would suggest lowering a couple of settings unless you have a lot of RAM because i have a 68gs and i have to set it to lows/meds for 64 player maps, i have 1gb RAM.
As a sniper you will need all the fps you can scrounge from your comp.
