The thesis of Judge Dredd was that in the future crime and corruption was so out of control the Justice Dept could never control it, only barely keep a lid on it. Dredd's never-ending Sisyphean struggles and unaccountable total power as judge and executioner made for a good comic but probably not a good model for a legal system.
