make sure its not muted in the windows sound config.
Cpanel>sounds and audio devices> the voices tab.
also make sure its whats selected. if its not usb also make sure its plugged into the correct port(s).

have u tried to just log in and see if it works. other ppl have said it doesnt work in the cammo setup but it works in game(happens with usb some times).
if its usb go into the control panel and make sure its set as the default device(make sure to apply the changes if needed.)
after u load the cammo vioce prog make sure it doesnt show as muted in the sound config. if it is then just unplug it and plug it back in when the cammo setup is running.

Edit: there is also a slider called "voice capture volume" make sure its to the right and not all the way left.

It could be your sound chip. BF2 has issues with Realtek AC'97 chips if you have that one.

My m8 couldn't use the ingame VOIP because of the chip, we solved it by turning the hardware acceelration right down .

you can do this by  clicking start > run and typing in dxdiag, click on the sound tab and move the acceleration slider right down, it should work then.

Dunno if this would solve issues with other sound chips but it solved it with the realtek AC'97

When i used VOIP i found i couldnt talk either. After messing around I found out that the Boost Mic thing in the audio bit was causing it to not work. Its a long shot but it worked for me!

I have an on-board Realtek AC'97 and never had any issues with it in game VOIP or with Teamspeak.

One of the lucky ones then killbilly, after researching the problem came across a few posts where people were having VOIP probs and it was down to the Realtek chip, followed their advice and it was fixed here's a post on the EA forums here
