Kick votes almost never work. One way to make it more likely they will work in appropriate situations would be to reduce the number of votes needed by the number of teamkills the person has in that round.

Thoughts?

It sounds like a good idea, but I think kick votes in general should be easier because maybe the person is just being a dick?

Find a different server where it auto boots people for 3 tk's or more. The kick vote is flawed & could be used as a weapon if it took less votes.

what they need to do is make a kick vote only for the side that asked for it.  the opposing team isnt going to care if you have a tker nor will they care if one of their guys are spawnraping.

Theoretically this is true but the only time I ever saw a non deserving kick vote in any game go through was in CS:S, the clan I was in at the time was fucking around and we started a kick vote against a guy. He was the "clan-clown" so he didn't care, he actually thought it was damn funny.

So we starting kick voting him and after 5 clan members voted against him just about everyone else hopped on the bandwagon.

It was hilarious. We did it two other times to random people

HL1 Engine (and mods; cs, CZ, DoD, TFC etc) AMX Mod beta. That was a "feature" and it was quickly removed due to the fact it simply was not effective as a global server vote.
