i have looked it up in the dictionary (it is not there)

Basically, a noob is a guy who plays either horribly, not at all, annoyingly or hackishly (I just made up a new word!). Does not always apply to new players. I've seen majors and captains being called 'noobs' (but the word 'hacker' generally follows).
