When i go on co-op and make a local server and give my friend the IP address with the port and password his connection fails and says it can't find the server?

What he said, but with a bit more helpful information.
In the BF2 manual you will find a list of all the ports which BF2 requires to be open. You need to check your software and/or hardware firewall and make sure these are all available.
Also, not wanting to teach you to suck eggs, but ensure that the IP address you are giving him is the correct one. If you have a wireless router or similar, the one you will see in the local server screen is your LAN IP, not the IP of your connection to the outside world.
