Nobody knows when the patch is coming out.
And for the reverting back to 1.3, the only way I know of is to reinstall.

If you had brains, and copied your folder before patching, then you could happily choose which you wanted to play.
I still play 1.3 mostly, but then when I get pissed off of the crashing I go and play 1.4b in those shite,adminless MultiPlay servers.

Sucks to say but the truth is that unless you did what the Read-Me Says and backup your BF2 files then you have to un-install and re-install. I doubt that you can just run the 1.3 full patch, that would be to easy for DICE and EA to get right. Or you could wait for 1.4 to release and go that route, but that would be precious time wasted getting that global score up, and we can't have that.
Guess you have to waste the 2+ hours re-installing and redoing your keyboard con figs.
