For a new favorite victim? Its ranged for about 2 1/2 weeks for me and i'm waiting for a new delivery

depends how many low rank players there are on a server, the more low ranked players, the more chance that they do not have a high worst enemy
well heres the thing:

Apparently it doesn't always count... for whatever reason... I was fighting this guy on a server with very few players, I got him at least 15 times. I checked his stats, worst enemy 9 kills.... I should get him, I didn't... Same thing happens a LOT to me.... It used to be that people said you have to play on an EA server for this to actually work... I doubt that, but it's DEFINATELY not very accurate... If you want to get more enemies, just play the noob servers and own people. Anything with a 16 player map is usually a good place to start.

I think it's kills in a row before you're killed/die. I know the only ones that have shown up for me are people I kill over and over again but don't get me. Example: I'll kill someone 10-20 times in an APC at their spawn point before they finally try a different route and C4 me. Those are the ones that show up.
I honestly don't know how it works though. Just a guess.
