SRAW stands for Short Range Assault Weapon. It it not specifically designed for anti-armour use, but more of a general purpose rocket launcher. For example, read the description on this website:

If you refuse to use the rocket against infantry, that is like refusing to use C4 on anything except commander assets - you're not using your tools to their full potential. Very closed-minded and certainly not very "Battlefield".
If you think the AT rocket against infantry is skill-less, you obviously haven't even tried to use it. The rocket flies very slow and is easy to dodge, but in the right hands is more effective than the (nerfed) grenade launcher, and more deadly than the sniper rifles. Put a rocket in the face of a Squad Leader, it doesn't matter how many medics are around, that guy isn't getting up again...
Crazed just doesn't want to admit that the AT rocket is better than his precious sniper rifle...
