I imagine the AA gun on any carrier would be a good idea, but only if you're on a shitty team who doesn't have a mainland base and opposition jets and choppers do drive by's raping the carrier. First thing they go for is the AA gun to protect themselves. ( It may sound like i know this from experience, but check my stats, I'm possibly the worst pilot BF2 has ever seen, lol)

I'd try Wake Island. PLA side. US spec ops love blowing up the commander goodies there.

Ask a friend to help you! He's special ops and destroying the arty all the time, and you'll repair it! Easy as pie.

Just get in a buggy and repair anything and everything. I've only gotten up to 15 myself but I'm sure if it was a 64 map with a few less players I would have the extra time to get the last 5. Just keep trying is all.

Fist of all you require luck,in the sense that you get into the right sever at the start of the round,with the correct amount of players.
The round needs to be long in order that you have the time to acquire the required repairs,this can be a factor of all of the above.
Secondly I would suggest  that you combine two methods,both of which are mentioned in previous posts.
Get into a server for example Karkand and stick to the Tanks and AP C's the large map is better because it has more Armour.
You might want to stay with them whilst actually in an APC.
The skill is in keeping up with the other APC,or Tank whilst not getting in their way,and actually contributing to the fight.In addition keep an eye out for your "Commanders Assets" being destroyed and when this happens return to the petrol station and repair them.
Another way is to get on Warlord, and find a really gung-ho set of Spec-Ops players and simply repair as has been mentioned above the various items they destroy.
Another method is as mentioned above the AA on the carriers in either Wake or Oman.This can be good provided you have a tenacious set of pilots..one tip though on both carriers there is a lower deck accessed via a ladder at the stern of the ship,it takes you below the AA and standing up you can repair the AA in "relative" safety from strafing J10's.
Finally there is the relatively new phenomena of "cartillery" where commanders drop Hummers/Vodnicks.The relevance here is that I have seen some commanders drop a series of Vodnicks on the enemy artillery thus destroying it,if your careful ie you watch out for falling trucks you can simply shuttle back and forth between the two artillery pieces,however you require the assistance of a fixated enemy commander.........

I am sure there are a host of other ways,it just requires patience,any way best of luck ,be interested to know if you get it and how....

This is one of the simplest badges in the game to get ... just
(1)  Get on an armor map like Oman, or any map where there's lots of repair opportunities
(2)  Go engy kit & get commander position
(3)  Now, this is VERY IMPORTANT:  Hold out your wrench
(4)  Drop supply crates near your armor to repair them ... near your UAV ... all over the battle areas
(5)  You'll have that badge in no time

If this is one of the simplest badges in the game, how come you don't have it?

Actually, it's just about THE hardest badge in the game.  The only badge I imagine is harder is expert transport (given the number of roadkills needed)

Here's what I'd say.

I can't even get veteran. But what I keep trying to do ( and I come very close, but I was never very good with the kit) is to play Karkand, high points servers, and just whore it up in a tank/apc. Get a few friends to come along and drive with you. Make your own convoy. Then, when you encounter enemies, make it so that you are the one who is repairing them, and you get alot of points. You'll get kills, repair points, expert engineer, and have laughs as you go along.
