Why is there a black bar under certain badges, medals, and ribbons?

Just curious, i tried searching the forums couldnt come up with an answer.

Why is there a black line or bar under certain medals, ribbons, or badges but not all?

If there is a black bar underneath, it means you are able to receive that award.

it means that u can get those certain awards duh
