So for those of us who like to use the Engineer class, we're pretty familiar with basic shotgun theory.
Basically, walk up to a bunch of guys on the other team who are preferably facing in the other direction, spam the fire button, yay free kills.
The MEC shotty was kinda neat, and really got the job done; the USMC/PLA shotties pretty much dominate anyone inside twenty feet of you; the jackhammer is an unholy instrument of "LOL, I PWNT j00r SQUAD NUBZ;" in a general way, the shotguns are the chief attraction of the engineer class (mines being passable and useful as equipment, but not showstoppingly effective, particularly when that tank knows you're there and isn't already dead).
So why give the engineer kit the worst SMG in a game of AWFUL SMGs (the P-90 is the only one that isn't total crap, and I see no reason to use it over the DAO-12 when the pistol is as good as it is)?
