I'd say secrets of battlefield honestly, because of the useful damage locators for vehicles & its far warmer atmosphere to discuss. Granted, it hasn't been updated in ages, and in that regard it has a small population of avid posters. Regardless, I haven't seen any racial, gender, sexual or general harassment there either, so if you are asking which is "better" as in morally or maturity wise, secrets is better.
Anyhow, I'd say it goes secretsofbattlefield > bf2tracker > bf2s for people. The reversal for activity, and tip wise bf2s > secrets > bf2tracker.
