it's a bug that seems to let commanders (or whoever is taking advantage of this bug/coding error/whatever) to drop vehicles in mass numbers. As you can see it's got to be 50+ in that one area, and when they do it the vehicles just rain down and it is pretty funny. I've also seen a commander use art over and over with less than 10 secs between when the strikes land, that is really annoying when you're on the recieving end of it.
