Tends to pop up when the statserver is down, you probably also had the rank of private and the game thinking it was the first time you joined a ranked server !

thats easy to do, just dump a guy in a vehicle and have an admin force team switch/respawn him and spawn on the carrier... takes the vehicle with him. you can even put the phalanx from the uss essex in the middle of other bases.
